SCS SB 391 -- WATER-RELATED BONDS

COMMITTEE ACTION: Voted "do pass" by the Special Committee on
Energy and Environment by a vote of 8 to 0.
The Board of Fund Commissioners currently has authority to issue
water bonds based on past legislative actions. After August 28,
2007, this substitute authorizes the Board of Fund Commissioners
to authorize an additional $10 million in bonds for water
pollution control, drinking water systems, and storm water
projects; $10 million in bonds for rural water systems and sewer
grants and loans; and an additional $20 million in bonds for
storm water control in counties of the first classification and
St. Louis City.
FISCAL NOTE: No impact on state funds in FY 2008, FY 2009, and
FY 2010.
PROPONENTS: Supporters say that the bill is adopted every year
to fund necessary water control projects. The Department of
Natural Resources must approve projects and acts to ensure
geographic diversity in its approval of water control projects.
Testifying for the bill were Senator Days; and Metropolitan St.
Louis Sewer District.
OPPONENTS: There was no opposition voiced to the committee.
